This is probably a setting issue, could you forward the I2C writes you are using?

E484 = 40h ? Enables the internal color bar AND enables the color burst. If color burst is disabled, you would get a luma only output.

Have you correctly setup the DAC outputs in registers E429 to E42B? You may have selected the wrong DAC output and could be outputting YPrPb instead of CVBS.

Ensure you have written E4E0 = 00h ; This enables the DAC outputs, so it sounds like you have done this already.
