ADF4159 INT values?

The ADF4159 data sheets specifies that the INT must be 23, minimum.

But, this part has both 4/5 and 8/9 prescaler values.

Is 23 the minimum for only when using the 4/5 prescaler?

Must the minimum INT value be larger when using the 8/9 prescaler?
